Bus Accident Advance for settlement

I have a two part question for you regarding settlement advancing. I have a unique situation in that I was involved in a bus accident about a year ago. The driver of the bus stopped way short because of something that happened when someone jumped out over the curb and the bus driver stopped short. I went flying across the aisle because I was standing up and I hit some lady that was sitting there. She got hurt and I ended up in court over it. I was also hurt and didn’t realize that I could get some money out of my case. I was actually out with a torn ACL when I fell. I hired an attorney from a friend that recommeded I talk to someone. The attorney told me that I have the right to sue. First question is because the injury took place on public transportation does my chances of getting a settlement advance decrease and how much money would you estimate a torn ACL would get from this type of injury case?
